Panos Institute West Africa organises seminar on « Social Movements and media in Ghana’s Poverty Reduction Strategy Paper (PRSP) : What contribution for Good Governance ? ».

This meeting, held on 1 - 3 December 2005 at Erata Hotel - Accra East Legon with support from Cordaid, was the first activity of the project on « PRSP and social movements in Ghana : Making citizen voices heard on the impact of globalization at local level - citizen responses initiated ».

The seminar, organised together with GAPVOD (Ghana’s NGO consortium), came at a crucial moment as Ghana was preparing to embark on PRSP II. The objectives were to review delivery of PRSP 1 in Ghana, identify civil society organisations and media that have participated in poverty reduction strategies, promote citizen responses to globalization and review the level and quality of their impact.

After three days of debate in plenary and working group sessions, the seminar concluded, on the basis of its set objectives, that : I) very active CSOs had distinguished themselves in the PRSP development and monitoring process (all were present at the meeting and quoted in all government reports, such as ISODEC, Send Foundation, IDEG, Gapvod ; ii) that although progress had been made in the new PRSP process, gaps remained in the quality of CSO participation, access to relevant information and the expertise of most CSOs, especially those at the grassroots which lack information exchange mechanisms, particularly in national languages ; and iii) that the media did not fully understand development issues because journalists lacked the tools to do so and often were ignorant about the content of PRSP.

On the basis of these findings, the seminar put forward several paths for action, such as :

  • Reinforcing exchanges between journalists, editors and CSOs to enable CSOs to better understand what the media expect as information for their audience.
  • Setting a national agenda by and for CSOs with clear and inclusive objectives.
  • Building the skills of journalists to ensure that they cover development issues.
  • Building synergy between media and CSOs to enhance the way the media cover CSOs and give them, especially at the grassroots, room to express their views on the management of public affairs at local and national level. Panos was invited to promote this initiative.
  • Facilitating collaboration between CSOs and Members of Parliament to improve their role in budget tracking and the means for them to access information in real time.

At this seminar, the National Development Planning Commission (NDPC) reported that the Government of Ghana had decided to put the Growth and Poverty Reduction Strategy document on the Internet to promote transparency in the process and invite contributions.
